The Mayor of London, Sir Sadiq Khan, has announced further additions to the Transport for London (TfL) Board, following its refresh in 2024. The Board plays a crucial role in providing stewardship and oversight for TfL’s delivery of the Mayor’s Transport Strategy, as well as approving its budget, business plan, annual report, and other major strategic issues and policies.
Substantial changes were made to the Board in September 2024, which saw the Mayor reappointed as Chair and the Deputy Mayor for Transport, Seb Dance, as Deputy Chair. At that time, seven new members were appointed for four-year terms, and seven existing members were reappointed for varying periods.
The Mayor has now named three new members who will serve until September 2028. Following a nomination from the Trades Union Congress, Jim Kelly has been appointed to represent workers, effective from 2 June 2025.
Prof Greg Clark CBE and Anne McMeel are set to step down in July 2025 after serving over eight years on the Board. To succeed them and provide additional expertise in finance and commercial development, the Mayor has appointed Carolyn Dwyer and Mike O’Donnell from 22 July 2025, following an external recruitment drive.

The Mayor of London, Sir Sadiq Khan, expressed his gratitude and optimism regarding the new appointments: “My appointments to the TfL Board have always brought together a huge range of talent, experiences and backgrounds that have successfully supported TfL in its world-leading work and overseen the delivery of its operations.”
He added: “I am grateful for the significant contribution of Professor Greg Clark CBE and Anne McMeel, who will be stepping down on 21 July after over eight years on the Board. The three new members have a wide range of experience in the public and private sectors which will build upon the delivery and expertise of the Board I appointed in September 2024 and address the needs of TfL now and in the future. Together we will ensure that TfL continues to deliver the world-class transport system that supports the economic success of London and the UK.”
Meet the New Board Members
Jim Kelly (from 2 June 2025)
Jim Kelly has been a licenced London taxi driver since 1987. He has served as Chair of London & Eastern Unite the union for 14 years and has been an elected member of the London Eastern & Southeast TUC Executive Council for over eight years, including holding the office of President. He has been actively involved in campaigns alongside Unite bus representatives to improve working conditions for London’s bus workers and has championed campaigns to support London taxi drivers.
Carolyn Dwyer (from 22 July 2025)
Carolyn Dwyer is an experienced local government leader with a significant background in property development, urban regeneration, and financial oversight. She has worked across multiple London boroughs and has been directly involved in major regeneration projects, such as the Vauxhall Nine Elms and Battersea development and the London Cancer Hub in Sutton. She possesses a strong understanding of the intersection between transport infrastructure and property development, having been responsible for securing investment and developing funding models that integrate transport improvements with commercial development.
Mike O’Donnell (from 22 July 2025)
Mike O’Donnell served as the CEO of London CIV, the pension pool for the London Boroughs and the City of London, until 2022. Before that, he held senior finance positions, including Executive Director Resources at the London Borough of Camden, where he led major financial planning, estate rationalisation, and budgetary reform. His experience also includes senior interim financial oversight roles at Birmingham City Council and the London Borough of Newham, where he managed complex financial challenges. Mike currently holds a number of non-executive director roles, including with Public Sector Audit Appointments, Local Pensions Partnership Administration, the Chelsea and Westminster NHS Foundation Trust (where he chairs the Finance Committee), and the Hillingdon Hospitals Foundation Trust. He also serves as a senior advisor and non-executive director of XTP Limited, a specialist cost consultancy working with asset owners.
