Oxford is set to receive a significant transport boost as funding was today announced for the reopening of the Cowley Branch Line to passenger services. The line, which last carried passengers in 1963, will connect the communities of Cowley and Littlemore with the national rail network, offering faster, greener travel options for thousands of local residents and workers.
The funding announcement was made by Marcus Jones, Network Rail’s Western route managing director, alongside James Murray MP, Chief Secretary to HM Treasury, and Lord Hendy, Minister of State for Rail, during a visit to the site.
New Stations and Rapid Connectivity
When services resume, the journey time from Cowley to Oxford station will take just nine minutes, providing direct access to key rail destinations including London and the South West.
The project includes the construction of two brand-new stations: Oxford Cowley and Oxford Littlemore. These stations will place major employers, such as those at Oxford Science Park and Oxford Business Park, directly on the rail map, transforming commuting options across the city.
The line currently operates exclusively for freight traffic and will undergo a range of essential upgrades to prepare it for passenger use. These works include significant improvements to the single-track section, enhancements to the wider network south of Oxford, and the modernisation of existing level crossings.
Marcus Jones, Network Rail’s Western route managing director, said: “The reopening of the Cowley Branch Line to passenger services for the first time in more than 60 years is fantastic news for residents, rail passengers and businesses across Oxford. Alongside East-West Rail, which will link Oxford and Cambridge, and our wider plans to transform the city’s railway station, it’s a very exciting time for transport in Oxford and we’re looking forward to delivering these benefits alongside our partners.”
Project Timeline
The Full Business Case, completed in July 2025, determined that the branch line could be reopened in 2029. This timeline is contingent on the commencement of the detailed design phase, which is planned for early 2026.
Network Rail confirmed it is working closely with the Department for Transport (DfT) and funding partners to recommence development work and confirm key project milestones. Operator Chiltern Railways supported the announcement by running a charter service for stakeholders on the branch line. The DfT is expected to appoint an operator and confirm the route for the Cowley services in due course.
