RSSB appoints Alexander Moor to lead product and technology strategy

The Rail Safety and Standards Board (RSSB) has appointed Alexander Moor as Chief Product and Technology Officer, strengthening its focus on digital tools, data insight and product development across Britain’s rail network.

Moor takes up the role with immediate effect and joins RSSB’s Executive Committee, reporting directly to Chief Executive Mark Phillips.

In his new position, he will lead RSSB’s product strategy and digital capability, overseeing the development of tools and services designed to support rail safety, efficiency and operational performance.

The appointment reflects RSSB’s growing emphasis on digital products as the organisation works towards its ambition for every rail employee in Britain to use an RSSB tool or service in their daily work by 2030.

Moor joined RSSB in 2012 and has played a central role in developing the organisation’s digital and data capabilities over the past decade.

Under his technical leadership, RSSB has built a suite of digital products used across the industry, including its Safety, Health and Sustainability insights platform, which brings together complex data to support decision-making by operators, safety leaders and other industry users.

He has also led RSSB’s achievement of ISO 27001 accreditation, introduced AI-enabled tools to help users extract insights from safety event data, and built a specialist team focused on innovation and customer value.

Mark Phillips, Chief Executive Officer at RSSB, said Moor’s experience made him well placed to lead the next phase of the organisation’s digital development.

“Alex has been at the heart of building RSSB’s digital capability for over a decade, and few people understand better what our products need to do and what it takes to deliver them,” he said.

“His technical expertise is matched by a deep commitment to RSSB’s purpose and a real understanding of the industry we serve.”

Moor said he was looking forward to expanding RSSB’s impact through tools that solve practical challenges for rail organisations.

“I’ve helped build RSSB’s digital capability from an early stage, and I’m committed to seeing it reach its full potential,” he said.

“There’s a real opportunity for us to grow RSSB’s impact through products that solve genuine problems for our customers and are embraced across the industry.”

The appointment comes as the rail industry places increasing focus on digital transformation, AI-enabled insight, data governance and whole-system safety intelligence.

For operators, infrastructure managers and suppliers, RSSB’s growing product and technology capability is likely to play an increasingly important role in supporting evidence-based decision-making, safety assurance and performance improvement.

As Great British Railways continues to take shape, the ability to connect data, standards and operational insight across the industry will become increasingly important. Moor’s appointment signals RSSB’s intent to position digital products at the centre of its offer to the sector.
