Cambridgeshire and Peterborough appoints Tom Bousfield to lead transport strategy

The Cambridgeshire and Peterborough Combined Authority (CPCA) has appointed Tom Bousfield as its new Executive Director of Transport, strengthening its senior leadership team as it looks to deliver ambitious plans to improve connectivity and support long-term economic growth across the region.

Bousfield joins from the South Yorkshire Combined Authority, where he currently serves as Executive Director, bringing experience from both regional transport leadership and senior roles across Whitehall.

The appointment is central to Mayor Paul Bristow’s ambition to improve transport across Cambridgeshire and Peterborough, with better connectivity identified as a key enabler of the Combined Authority’s Local Growth Plan, which aims to triple the region’s economy by 2050.

Supporting economic growth

The Combined Authority says transport investment will underpin growth across sectors including life sciences, advanced manufacturing, energy and clean technology by improving links between communities, businesses and employment opportunities.

Bousfield will lead work to develop a transport network that supports placemaking, improves access to jobs and education, and strengthens connections across the region.

His previous experience includes roles at HM Treasury, the Prime Minister’s Implementation Unit, the No.10 Policy Unit and the National Infrastructure Commission, where he led national funding portfolios covering local transport, buses and strategic roads, alongside transport appraisal and business case development.

Delivering the Mayor’s transport ambitions

Mayor Paul Bristow said the appointment would help drive forward plans to improve transport infrastructure across the region.

“My mission is clear: to get Cambridgeshire and Peterborough moving,” he said.

“That means delivering better buses today, securing faster rail links for tomorrow, improving our roads, and embracing new transport innovations that support our Local Growth Plan and unlock the full potential of our region.

“Tom brings the strategic capability and collaborative leadership needed to make this happen. I’m delighted to welcome him to the team.”

Chief Executive Rob Bridge added: “Tom’s appointment marks a significant step forward for the region. His blend of national transport expertise and regional leadership experience will be instrumental in delivering a transport system that supports our economic ambitions, strengthens connectivity and improves everyday life for residents.”

‘A pivotal moment’

Tom Bousfield said he was looking forward to helping deliver the region’s transport ambitions.

“I’m delighted to be joining the Combined Authority at such a pivotal moment,” he said.

“Mayor Bristow’s ambition to get Cambridgeshire and Peterborough moving is exactly the kind of mission I want to be part of — using transport as a genuine engine of growth, better connecting our places, and improving the everyday journeys that matter most to residents and businesses.

“I’m looking forward to working with the Mayor, Rob and the whole team to deliver it.”
