The Chartered Institution of Railway Operators (CIRO) has welcomed the first cohort of students under its new academic partnership with Keele University, marking a significant step in the development of professional education and qualifications for the railway industry.
Rail professionals enrolled on CIRO’s Certificate, Diploma and Degree programmes formally began their studies at a launch event held at Keele University on Saturday 3 October 2026.
The event represents the first academic programme launch since the two organisations announced their partnership earlier this year, establishing a new framework for delivering and developing qualifications specifically designed for railway operations professionals.
The collaboration aims to strengthen access to industry-relevant education, supporting the development of technical knowledge, operational understanding and leadership capabilities across the sector.
Supporting professional development across the railway
CIRO’s Academic Programme provides structured learning pathways for railway professionals at different stages of their careers, from those seeking to strengthen their operational knowledge to individuals preparing for more senior management and leadership responsibilities.
The partnership with Keele University is intended to build on CIRO’s established qualifications while providing academic support and opportunities for the continued development of its educational offering.
The first cohort brings together professionals from across the railway industry, studying at Certificate, Diploma and Degree levels.
During the launch event, learners were introduced to their programme structures, academic support arrangements and the expectations associated with combining higher education with their existing professional responsibilities.
The event also provided an opportunity for participants to meet fellow students, engage with the academic team and begin building professional networks that could extend beyond their studies.
For employers, programmes of this nature can provide a structured route for developing operational expertise within their existing workforce, while supporting succession planning and the progression of employees into more senior roles.
Partnership builds on CIRO’s established qualifications
The collaboration is designed to support the long-term development of CIRO’s academic provision, ensuring that qualifications continue to reflect the changing requirements of the railway industry.
As the sector faces increasing demands around operational performance, safety, efficiency and organisational change, the development of a skilled and knowledgeable workforce remains an important priority.
CIRO’s qualifications are intended to combine academic learning with an understanding of the practical challenges involved in operating and managing railway services.
Adam Fenton, Chief Operating Officer at CIRO, said: “Welcoming our first cohort of learners to Keele University is an important milestone for CIRO and a proud moment in the development of our Academic Programme.
“Our qualifications have helped rail professionals develop their knowledge and capabilities for many years, and this partnership enables us to build on that legacy. It was inspiring to see learners from across the industry come together to begin their studies and take the next step in their professional development.
“We look forward to supporting them throughout their learning journey and seeing the positive impact they have within their organisations and across the wider railway.”
Keele University highlights importance of industry collaboration
For Keele University, the partnership represents an opportunity to strengthen its engagement with the railway sector and support professional education through collaboration with an established industry institution.
The university will play a role in supporting the delivery and future development of the academic programme, providing a higher education environment for professionals seeking to expand their knowledge alongside their careers.
Professor Mark Ormerod OBE, Deputy Vice-Chancellor and Provost at Keele University, said: “I’m really excited by our new strategic partnership with CIRO – high quality partnerships such as this one are hugely important to Keele University as an externally-engaged, impactful University.
“I was delighted to welcome such a large first cohort of learners to Keele on Saturday for the new programme launch, a really important step in the development of Keele’s partnership with CIRO.”
Developing the next generation of rail leaders
The launch comes at a time when the railway industry is preparing for significant organisational and operational change, placing renewed importance on workforce development and professional capability.
The transition towards Great British Railways, alongside the increasing adoption of digital technologies and new approaches to railway operations, is expected to create additional demands for experienced operational managers and leaders.
Professional education programmes offer an opportunity for organisations to strengthen existing skills while preparing employees for the responsibilities associated with future leadership positions.
The CIRO and Keele University partnership also highlights the value of collaboration between industry institutions and higher education providers in developing qualifications that reflect the practical requirements of the workplace.
By bringing together professionals from different parts of the railway, the programme has the potential to encourage knowledge sharing and a broader understanding of the challenges faced across the sector.
Further opportunities for rail professionals
Following the successful launch of the first cohort, CIRO is encouraging other railway professionals to explore future opportunities to join its Academic Programme.
The institution will hold its next Academic Programme Open Evening on 23 February 2027, providing prospective learners with an opportunity to find out more about the qualifications and study pathways available.
For CIRO and Keele University, the first intake establishes the foundation for a longer-term partnership intended to support professional development across the railway.
As the industry continues to focus on attracting, retaining and developing skilled people, initiatives that combine academic qualifications with practical operational knowledge will have an important role in building the leadership and management capabilities needed for the railway’s future.
