Network Rail‘s ambitious and collaborative vision for transforming London’s busiest station, Liverpool Street, has taken a significant step forward with the planning application officially validated by the City of London.
The proposed redevelopment aims to futureproof the vital transport hub for decades to come, providing considerably more space and creating a seamlessly connected station across the rail network, London Underground, the Elizabeth line, buses, cycling, and pedestrian routes. Crucially, the plans also promise to deliver a fully accessible gateway for passengers travelling across the capital and beyond.
Currently, London Liverpool Street serves approximately 118 million people annually from within London, East Anglia, and the East of England. With annual passenger numbers projected to surge by 35% to 158 million by 2041, these plans are designed to ensure the station is prepared to accommodate over 200 million people in the coming decades, all while significantly enhancing accessibility for every traveller.
This comprehensive and coordinated set of requirements to deliver a new, integrated station represents a first for Network Rail, developed with support from Transport for London (TfL). This collaborative approach is intended to serve as a model for how future infrastructure projects across the capital will be managed.

An accessible, inclusive, world-class multi-modal transport gateway to the heart of London – designed to serve the City, all Londoners, and everyone who travels through it.”
Liverpool Street station currently struggles to meet modern passenger expectations. A lack of step-free access and basic facilities can make travel difficult for some, and the station already experiences severe congestion during peak times, whether at ticket barriers, in concourses, or when transitioning to the Underground and street level. Passenger numbers have tripled since the last major upgrade.
Andy Lord, London’s Transport Commissioner for TfL, added: “Network Rail’s vision for the station gives us an opportunity to work together to provide the excellent levels of customer satisfaction we want everyone to experience as they travel across our networks. We welcome that these plans include a comprehensive step-free solution for those using the Underground. At the heart of these plans is an unshakeable commitment to safety, top-tier performance, and delivering a transport system for London that is not only efficient, but environmentally sustainable.”
Economic Boost and Heritage Integration
The redevelopment scheme is expected to drive long-term economic growth across the City of London. New figures released by Network Rail suggest that the transformation of London Liverpool Street station could boost the City’s economy by up to £4.6 billion per year through increased visitor numbers. This contribution is comparable in scale to a 1p change in the basic rate of income tax.
Since its opening in 1875, Liverpool Street station and the “Square Mile” have evolved in tandem, each fuelling the success and development of the other. As the City continues its growth trajectory, modernising the station is seen as essential to meet the demands of a 21st-century transport network and continue supporting the economic vitality of both London and the wider UK.
Network Rail has worked closely with TfL and other key stakeholders, including Historic England, on the revised proposals. This collaboration aims to ensure the transformation delivers a superior customer experience while also celebrating the station’s rich heritage and creating a bold, modern interior.
Newly released images of the proposed scheme offer a glimpse into the future, showcasing pedestrian routes to Exchange Square, the Bishopsgate Entrance, the lower concourse with direct access to trains, and the station balcony.
