Costain has been appointed to Transport for London’s (TfL) Infrastructure Improvement Framework, positioning the infrastructure solutions company to support a series of major upgrades across the capital’s transport network.
The multi-discipline framework, which covers both design and construction services, has a total value of approximately £700 million and will be used to deliver a range of infrastructure improvements over an initial two-year period, with the option to extend for a further two years.
Costain was one of just three suppliers selected to join the framework, which will support projects aimed at modernising and improving London’s transport infrastructure. Planned works include upgrades at South Kensington Underground station and schemes that will help expand TfL’s step-free access programme, improving accessibility across the network.
The appointment further strengthens Costain’s long-standing relationship with TfL and builds on a track record of delivering complex transport infrastructure projects in the capital.
Under the framework, Costain will provide a broad range of services including engineering, design, programme delivery and supply chain management. The company will draw on experience gained across major transportation, rail and highways programmes to support the delivery of projects efficiently and safely while minimising disruption to passengers and local communities.
The framework reflects TfL’s continued investment in maintaining and modernising its extensive transport network, ensuring infrastructure remains capable of supporting future growth, improving accessibility and delivering a more sustainable transport system.
For the rail and transport supply chain, the framework provides a significant pipeline of work focused on station enhancements, accessibility improvements and wider infrastructure modernisation projects. It also highlights the increasing emphasis being placed on integrated delivery models that combine design, engineering and construction expertise under a single framework arrangement.
Costain has previously delivered a number of high-profile schemes for TfL, including the refurbishment of the A40 Westway. The company utilised its production-thinking approach on that project, combining modern methods of construction with digital technologies to improve efficiency and reduce disruption on one of London’s busiest transport corridors.

For TfL, the framework will provide access to specialist expertise and delivery capacity needed to progress key infrastructure improvements, helping ensure the network remains fit for future demand while supporting the capital’s long-term transport ambitions.
