Transport for London has named First Rail London Limited (FRLL), part of FirstGroup, as its preferred operator for the next London Overground concession. The eight-year contract will begin on 3 May 2026, marking a significant step in the evolution of one of the capital’s busiest rail networks.
FRLL will replace Arriva Rail London and work with TfL to deliver a programme of improvements aimed at boosting capacity, strengthening reliability and enhancing customer experience across the Mildmay and Windrush lines.
Customers can expect extra peak-time services on the Mildmay line from May 2026, including shuttle trains between Clapham Junction and Shepherd’s Bush to ease the morning and evening rush. From December 2026, the Windrush line will see more frequent trains through its central section, with services increasing to 18 per hour to cut waiting times and add flexibility.
Safety and accessibility remain central to the new contract. Upgraded help points, enhanced CCTV and closer operational collaboration with Network Rail and Alstom will support a more dependable service. FRLL will also invest in people and digital technology to manage disruption more effectively and provide clearer, real-time customer information. A planned expansion of digital screens will offer live travel updates for rail and local bus services across all operator-managed stations.
Alongside these improvements, targeted infrastructure upgrades on the Mildmay line will help improve performance, with ongoing work to strengthen accessibility in partnership with specialist advocacy groups.
David Thomas, Head of Concession for London Overground, said:
“London Overground is one of the most popular parts of our transport network, and this new concession puts customers at its heart, helping make the service even better. We’re delighted to welcome First Rail London Limited as our preferred new partner and look forward to working together to deliver a range of benefits for everyone who uses the network.”
Graham Sutherland, FirstGroup Chief Executive Officer, added:
“The London Overground has greatly improved connectivity in London, with around four million passengers now using the service every week. We are delighted to have been named as the preferred operator for the service from next May and look forward to welcoming employees who will be joining the Group and to play our part in the success of this vital rail network.”
