Network Rail Consulting Appoints Maegan Bell as Regional Director for USA East

Network Rail Consulting (NRC) has appointed Maegan Bell as Regional Director, USA East, as the business continues to expand its footprint across the North American rail market.

The appointment follows the transition of Mark Pettigrew to the role of Business Development Director, Australia, after leading the growth of NRC’s USA East operations over the past three years.

Since joining NRC’s US business in 2023, Pettigrew has overseen the expansion of the company’s presence across the eastern United States, supporting major infrastructure programmes and strengthening relationships with rail and transit clients across the region.

In his new Australia-based role, Pettigrew will focus on business development strategy across NRC’s core service areas, supporting growth in both established and emerging markets.

“I am thrilled to be able to return to the Network Rail Consulting Australia team after three years in the USA, growing our team there on the back of winning work and delighting clients daily,” Pettigrew said.

“I’m excited to reconnect with our great Australian team, clients, and partners and to have the opportunity to help shape an even stronger offering for our clients across existing and new projects.

“Having worked with Adam Boughton previously I am looking forward to working under his leadership to help grow our business further, while continuing to impress clients with superb service and value-creation.”

Bell brings more than 25 years of rail industry experience spanning strategic business planning, capital programme delivery, asset management and maintenance optimisation.

Her appointment comes at a time when US rail agencies and operators are facing increasing pressure to modernise infrastructure while maintaining operational performance and managing financial constraints.

“I’m delighted to lead the USA East regional team at a pivotal time for our clients, as they strive to deliver high operational performance while advancing modernization of their railroads amid significant financial pressures,” Bell said.

“NRC’s technical excellence and deep client-side experience uniquely position our team to help agencies navigate this complexity through practical, innovative, and sustainable solutions.”

The leadership changes reflect NRC’s continued focus on international growth and strengthening its advisory capabilities across key rail markets.
