Network Rail Launches Major Tender for £42.9M Fleet Accident and Claims Management Over Eight Years

Network Rail Infrastructure Limited has initiated a significant procurement process to outsource the management of accidents and insurance claims for its vast national vehicle fleet. The total estimated value of the contract, including potential extensions, stands at £42.9 million (including VAT).

The move aims to improve operational efficiency, reduce vehicle downtime, and enhance driver support across its approximately 10,000 core vehicles (comprising cars, commercial vehicles, and HGVs), plus around 1,200 short-term hire vehicles.


Optimising Fleet Management and Reducing Emissions

Network Rail is seeking a supplier to provide comprehensive services focused on minimising vehicle off-road time, ensuring professional customer service nationwide, and reducing emissions associated with accident management.

The successful supplier will be responsible for a full suite of services, including:

  • Incident Reporting & First Notification of Loss (FNOL)
  • Incident Management
  • Repair Management
  • Claims Handling & Insurance Interface
  • Driver Support & Welfare
  • Reporting and Analytics to include Data Management and Security

Network Rail currently operates a national fleet of circa 10,000 vehicles made up of cars, commercial vehicles and HGVs. We also operate circa 1,200 short term hire vehicles. Network Rail is seeking to optimise the management of its Accident and Claims for all national vehicle related incidents, through minimising off road time, timely and professional nationwide customer service, and reducing emissions.

The need for robust management is underscored by recent incident data. During the time period of 1st July 2024 to 30th June 2025, Network Rail reported a total of 1,858 incidents for the core fleet (197 for cars and 1,661 for commercial vehicles). Therefore we estimate a 12% car incident ratio and 18% commercial incident ratio.


Contract Duration and Timeline

The contract is set for an initial four-year period, running from 1 August 2026 to 31 July 2030. Network Rail has the discretion for two further two-year extensions, potentially extending the maximum term to eight years (until 31 July 2034).
