The Office of Rail and Road (ORR) has confirmed interim leadership arrangements ahead of the departure of Chief Executive John Larkinson later this month.
Feras Alshaker, currently ORR’s Director of Planning and Performance, will take on the role of Interim Chief Executive from Monday 27 April.
Alshaker brings nearly a decade of experience at the regulator, where he has held senior responsibility for oversight of Britain’s rail network and England’s strategic road network. His current remit includes Network Rail, HS1 and National Highways.
During his time at ORR, he has led a number of major regulatory interventions affecting passengers, freight users and taxpayers. His appointment is intended to provide continuity as the organisation progresses its Transformation Programme and prepares for a period of significant change, including rail reform, regulatory reform and the increasing use of artificial intelligence.

Alshaker will work closely with John Larkinson over the coming weeks to ensure a smooth transition ahead of the leadership change.
