WSP reappointed as development partner for Tees Valley transport programme

WSP has been reappointed to its Development Partner contract with the Tees Valley Combined Authority (TVCA), extending a long-standing partnership supporting the region’s major transport investment programme.

The renewed agreement, announced on 10 April 2026, will see WSP continue its role across a range of funding streams, including the City Region Sustainable Transport Settlement (CRSTS), the Levelling Up Fund and the Active Travel Fund.

WSP has worked alongside TVCA and its council partners for more than five years, contributing to the development and delivery of transport infrastructure aimed at improving connectivity and supporting low-carbon travel across the Tees Valley.

Under the extended contract, the company will provide programme and strategic advisory services, alongside support for scheme development from early concept through to detailed design. This will include consultation and stakeholder engagement, business case development, carbon and climate assessments, and procurement and construction delivery support.

The scope also covers strategy development across active travel, bus and rail, as well as assistance in securing funding for future projects.

WSP has maintained a presence in Teesside for over four decades and opened a new office in Stockton in 2022. Through its work on the Development Partner contract, the firm has delivered £500,000 in measured social value over the past three years, including local employment initiatives, skills development and community engagement.

Mike Holmes, Framework Director at WSP, said: “We’re proud to continue our partnership with the Tees Valley Combined Authority. This extension reflects our shared commitment to delivering a reliable, low-carbon and future-ready transport network that helps people and businesses thrive.”

Jonathan Spruce, Director of Infrastructure at TVCA, added: “As we move forward with our plans for improving sustainable and low carbon transport across the Tees Valley, we are pleased to continue our partnership with WSP, building on the delivery of a number of interventions to date.”

The agreement will also support wider regional priorities, including developments in clean energy, hydrogen, nuclear and digital infrastructure, aligned with Tees Valley’s Strategic Economic Plan and its emerging 10-year Local Growth Plan.
