CIRO and Keele University welcome first cohort of railway professionals under new academic partnership

The Chartered Institution of Railway Operators (CIRO) and Keele University have welcomed their first cohort of learners under a new academic partnership designed to strengthen professional development and leadership skills across Britain’s railway industry.

Rail professionals enrolled on CIRO’s Certificate, Diploma and Degree programmes formally began their studies at a launch event held at Keele University on 3 October 2026.

The event marked the first intake since the two organisations announced their partnership earlier this year, establishing a new framework for delivering and developing industry-focused academic qualifications.

Strengthening professional development across rail

The partnership aims to ensure railway professionals have access to recognised qualifications that combine academic learning with practical industry knowledge.

Learners from across the sector will undertake programmes designed to strengthen their understanding of railway operations, develop professional capabilities and support career progression.

The launch event introduced participants to their course structures, academic support arrangements and the requirements of balancing formal study with existing professional responsibilities.

It also provided an opportunity for learners to meet their peers and academic teams, establishing connections across different areas of the railway industry.

Adam Fenton, Chief Operating Officer at CIRO, said: “Welcoming our first cohort of learners to Keele University is an important milestone for CIRO and a proud moment in the development of our Academic Programme.

“Our qualifications have helped rail professionals develop their knowledge and capabilities for many years, and this partnership enables us to build on that legacy. It was inspiring to see learners from across the industry come together to begin their studies and take the next step in their professional development.

“We look forward to supporting them throughout their learning journey and seeing the positive impact they have within their organisations and across the wider railway.”

Academic partnership supports future railway leadership

The collaboration brings together CIRO’s experience in railway operations education with Keele University’s academic expertise.

As the rail industry prepares for significant organisational and technological change, continued investment in workforce development remains important for maintaining operational capability and developing future leaders.

The programmes are intended to help professionals strengthen their technical and operational understanding while developing the broader skills required for management and leadership responsibilities.

Professor Mark Ormerod OBE, Deputy Vice-Chancellor and Provost at Keele University, said: “I’m really excited by our new strategic partnership with CIRO – high quality partnerships such as this one are hugely important to Keele University as an externally-engaged, impactful University.

“I was delighted to welcome such a large first cohort of learners to Keele on Saturday for the new programme launch, a really important step in the development of Keele’s partnership with CIRO.”

The partnership also provides an opportunity to develop CIRO’s academic offering over time, helping ensure qualifications remain relevant to the changing requirements of railway organisations.

Further opportunities for rail professionals

The first cohort joins an established community of railway professionals who have undertaken CIRO qualifications to develop their knowledge and progress into more senior roles.

For train operators, infrastructure managers and the wider rail supply chain, structured professional development can support succession planning, operational performance and the retention of experienced employees.

CIRO has confirmed that its next Academic Programme Open Evening will take place on 23 February 2027, providing prospective learners with an opportunity to explore future intakes.

The launch marks the beginning of a new phase for CIRO’s academic provision, with the partnership intended to support the development of skilled railway professionals and future industry leaders.
